Proposals to CIFAR must fall under one of our three research themes (Ecosystem Function, Coastal Hazards, Climate Change and Variability; see Research page) and are submitted for one of the following reasons:
- Linked proposals are proposals that are in response to a (NOAA) request for proposal (RFP). They will not be routed through the CIFAR cooperative agreement, but it will allow the requesting PI to utilize CIFAR's negotiated FY08 indirect cost rates.
- Non-competitive proposals are proposals that are initiated via direct conversation with a (NOAA) program manager, rather than a response to a request for proposal (RFP). Non-competitive proposals will be routed through the CIFAR cooperative agreement. They will also allow the requesting PI to utilize CIFAR's negotiated FY08 indirect cost rates.
